This is Ignis the Red, a figure variation of Ignis from Jingai Makyo. It's an
obscure series that I discovered once in an anime store. Of course, I was drawn
to the pretty outfits. This dress is made of taffeta so it reflects light like
the paint on the figure. The harness is all made from leather.
